في ظل أجواء من الغضب والحزن الذي يلف مدينة طرابلس، وبعد الحصيلة المؤلمة التي بلغت 15 ضحية و8 جرحى جراء انهيار الأبنية المتصدعة، انتقلت الحكومة اللبنانية من مرحلة التعازي إلى «الاستنفار الإجرائي»، حيث أطلق رئيس مجلس الوزراء الدكتور نواف سلام خطة طوارئ رسمية، واضعاً ملف الأبنية المتصدعة في طرابلس على رأس أولويات السرايا الحكومية.
وترأس سلام اجتماعاً موسعاً ضم وزراء الداخلية والعدل والشؤون الاجتماعية، إلى جانب قيادات قضائية وأمنية وروحية وإنمائية في الشمال، خُصص لاتخاذ إجراءات عاجلة تمنع تكرار المأساة.
قرارات حاسمة وبدل إيواء
وأسفر الاجتماع عن سلسلة قرارات أبرزها:
•الإخلاء الفوري لـ114 مبنى مهدداً بالسقوط في طرابلس، على مراحل، على أن تُنجز العملية خلال مهلة أقصاها شهر واحد.
•تأمين بدل إيواء للعائلات المتضررة والمُخلاة لمدة سنة كاملة، يُدفع بشكل فصلي لضمان الاستقرار الاجتماعي.
•متابعة ميدانية عاجلة عبر الهيئة العليا للإغاثة ووحدة إدارة الكوارث، بالتنسيق مع بلدية طرابلس ونقابة المهندسين، لمسح الأضرار وتأمين بدائل سكنية فورية.
تحقيقات وملاحقة المقصّرين
وشدد الاجتماع على إعطاء الغطاء القانوني الكامل للنيابة العامة الاستئنافية في الشمال، لملاحقة أي ملفات تتعلق بالإهمال الوظيفي أو الهندسي، مع مواكبة أمنية لعمليات الإخلاء تفادياً لأي عراقيل ميدانية.
وفي السياق، طلب وزير العدل فتح تحقيق فوري، فيما أمر رئيس الجمهورية أجهزة الإسعاف بالاستنفار الكامل وتأمين مأوى للعائلات المتضررة.
رسالة سلام: حماية الأرواح أولاً
وأكد الرئيس نواف سلام أن حماية أرواح المواطنين «مسؤولية وطنية لا تحتمل التأجيل»، مشدداً على أن الدولة «حاضرة بكل أجهزتها للوقوف إلى جانب أهل طرابلس»، وأن خطة الإخلاء وبدل الإيواء ليست سوى خطوة أولى ضمن رؤية أشمل لمعالجة ملف الأبنية المتصدعة في مختلف المناطق اللبنانية.
طرابلس تشيع ضحاياها وسط غضب شعبي
ميدانياً، تعيش عاصمة الشمال حالة من الغليان الشعبي تزامناً مع انتهاء عمليات البحث والإنقاذ وتشييع جثامين الضحايا. ويطالب المحتجون بمحاسبة المقصرين من الجهات المعنية التي تجاهلت صرخات الاستغاثة قبل وقوع الانهيارات.
مأساة متكررة
وكانت مدينة طرابلس شمال لبنان استفاقت على واحدة من أكثر كوارثها الإنسانية قسوة، بعد انهيار مبنيين سكنيين متلاصقين في منطقة باب التبانة، ما أسفر عن سقوط 15 قتيلاً بينهم عائلات بأكملها، وإصابة 8 أشخاص جرى إنقاذهم بعد عمليات بحث مضنية تحت الركام.
الانهيار وقع قبيل غروب شمس الأحد، حين شعر السكان باهتزازات مفاجئة في المبنى، دون أن يُمنحوا الوقت الكافي للفرار، قبل أن ينهار المبنى الأول ويتبعه الثاني نتيجة تضرر أساساته، في مشهد أعاد إلى الواجهة ملف الأبنية المتصدعة المهملة منذ سنوات.
In the midst of an atmosphere of anger and sadness enveloping the city of Tripoli, and following the painful toll of 15 victims and 8 injured due to the collapse of dilapidated buildings, the Lebanese government moved from the stage of condolences to “operational mobilization,” as Prime Minister Dr. Nawaf Salam launched an official emergency plan, placing the issue of the dilapidated buildings in Tripoli at the top of the governmental priorities.
Salam chaired an expanded meeting that included the ministers of interior, justice, and social affairs, along with judicial, security, spiritual, and developmental leaders in the north, dedicated to taking urgent measures to prevent the repetition of the tragedy.
Decisive Decisions and Housing Allowance
The meeting resulted in a series of decisions, the most notable of which were:
• Immediate evacuation of 114 buildings threatened with collapse in Tripoli, to be carried out in phases, with the operation to be completed within a maximum period of one month.
• Provision of housing allowances for the affected and evacuated families for a full year, to be paid quarterly to ensure social stability.
• Urgent field follow-up through the Higher Relief Committee and the Disaster Management Unit, in coordination with the Tripoli municipality and the Engineers Syndicate, to assess the damages and secure immediate housing alternatives.
Investigations and Pursuit of Negligence
The meeting emphasized providing full legal cover for the public prosecution in the north to pursue any cases related to negligence in duty or engineering, with security support for the evacuation operations to avoid any field obstacles.
In this context, the Minister of Justice requested an immediate investigation, while the President ordered the emergency services to be fully mobilized and to secure shelter for the affected families.
Salam’s Message: Protecting Lives First
President Nawaf Salam affirmed that protecting the lives of citizens is a “national responsibility that cannot be postponed,” stressing that the state is “fully present with all its agencies to stand by the people of Tripoli,” and that the evacuation plan and housing allowance are merely the first step in a broader vision to address the issue of dilapidated buildings in various Lebanese areas.
Tripoli Bids Farewell to Its Victims Amid Public Anger
On the ground, the capital of the north is experiencing a state of public unrest coinciding with the conclusion of search and rescue operations and the funeral of the victims’ bodies. Protesters are demanding accountability for the negligent parties from the relevant authorities who ignored cries for help before the collapses occurred.
Recurring Tragedy
The city of Tripoli in northern Lebanon woke up to one of its most severe humanitarian disasters after the collapse of two adjacent residential buildings in the Bab al-Tabbaneh area, resulting in 15 fatalities, including entire families, and 8 injured individuals who were rescued after arduous search operations under the rubble.
The collapse occurred just before sunset on Sunday, when residents felt sudden tremors in the building, without being given enough time to escape, before the first building collapsed, followed by the second due to damage to its foundations, in a scene that brought back to the forefront the issue of neglected dilapidated buildings that have been overlooked for years.
