أعلن مجلس الوزراء الصومالي مساء اليوم (الاثنين)، إنهاء جميع الاتفاقيات والتفاهمات الأمنية والدفاعية الثنائية القائمة مع دولة الإمارات العربية المتحدة، بموجب قرار صادر عن مجلس الوزراء لحماية وحدة الدولة وسلامة أراضيها ونظامها الدستوري.
وأوضح مجلس الوزراء الصومالي أن القرار جاء «بعد تقييم دقيق» للظروف الأخيرة، وبموجب صلاحياته الدستورية، أنهى مجلس الوزراء جميع الاتفاقيات مع حكومة دولة الإمارات العربية المتحدة، بما في ذلك الوكالات الحكومية والكيانات ذات الصلة، والإدارات الإقليمية داخل جمهورية الصومال الفيدرالية.
القرار سارٍ على جميع الاتفاقيات والتعاون
وأكد البيان أن «القرار يسري على جميع الاتفاقيات والتعاون في موانئ بربرة وبوصاصو وكسمايو»، كما ألغى مجلس الوزراء جميع الاتفاقيات القائمة بين حكومة الصومال الفيدرالية وحكومة دولة الإمارات العربية المتحدة، بما في ذلك «اتفاقيات التعاون الأمني والدفاعي الثنائية».
وذكر أن هذا القرار يأتي استجابة لتقارير وأدلة قوية على اتخاذ «خطوات خبيثة تقوض سيادة البلاد»، ووحدتها الوطنية واستقلالها السياسي.
وأضاف البيان أن تلك الخطوات «تتعارض مع مبادئ السيادة وعدم التدخل واحترام النظام الدستوري للبلاد»، كما هو منصوص عليه في ميثاق الأمم المتحدة وميثاق الاتحاد الأفريقي وميثاق منظمة التعاون الإسلامي وميثاق جامعة الدول العربية، والتي تعد الصومال طرفًا فيها، وكذلك، فإنها تتعارض مع إرادة الشعب الصومالي الذي أوضح موقفه برفضه لهذه الأعمال الخبيثة التي تقوض استقلال البلاد ووحدتها.
إبلاغ المتحدة رسمي بالقرارات
ووجه مجلس الوزراء الصومالي وزارة الخارجية إلى إبلاغ حكومة دولة الإمارات العربية المتحدة رسميًا بهذه القرارات، والعمل معها على تنفيذها، وإبلاغها أيضًا إلى الشركاء الدوليين والإقليميين، مثل الاتحاد الأفريقي والأمم المتحدة، مع التأكيد على حقوق البلاد السيادية وصلاحياتها الدستورية.
The Somali Cabinet announced this evening (Monday) the termination of all existing bilateral security and defense agreements with the United Arab Emirates, based on a decision issued by the Cabinet to protect the unity of the state, the integrity of its territory, and its constitutional system.
The Somali Cabinet clarified that the decision came “after a thorough assessment” of recent circumstances, and under its constitutional powers, the Cabinet has terminated all agreements with the Government of the United Arab Emirates, including those with government agencies, related entities, and regional administrations within the Federal Republic of Somalia.
The decision applies to all agreements and cooperation
The statement confirmed that “the decision applies to all agreements and cooperation in the ports of Berbera, Bosaso, and Kismayo,” and the Cabinet has annulled all existing agreements between the Federal Government of Somalia and the Government of the United Arab Emirates, including “bilateral security and defense cooperation agreements.”
It was mentioned that this decision comes in response to strong reports and evidence of “malicious steps undermining the sovereignty of the country,” its national unity, and political independence.
The statement added that these steps “contradict the principles of sovereignty, non-interference, and respect for the constitutional order of the country,” as stipulated in the United Nations Charter, the African Union Charter, the Organization of Islamic Cooperation Charter, and the Arab League Charter, of which Somalia is a party. Furthermore, they contradict the will of the Somali people, who have made their position clear by rejecting these malicious acts that undermine the independence and unity of the country.
Official notification to the UAE of the decisions
The Somali Cabinet directed the Ministry of Foreign Affairs to officially notify the Government of the United Arab Emirates of these decisions, work with them on their implementation, and also inform international and regional partners, such as the African Union and the United Nations, while emphasizing the country’s sovereign rights and constitutional powers.
