أمرت وزارة الدفاع الأمريكية «البنتاغون» نحو 1500 جندي في الخدمة بالاستعداد لنشر محتمل في ولاية مينيسوتا.
حالة تأهب قصوى
ونقلت صحيفة «واشنطن بوست»، اليوم (الأحد)، عن مسؤولين في قطاع الدفاع قولهم: إن الجيش وضع هذه الوحدات في حالة تأهب قصوى تحسباً لتصاعد العنف في الولاية.
ويأتي هذا الإجراء بعد أن هدد الرئيس الأمريكي دونالد ترمب بتفعيل قانون التمرد إذا لم يمنع المسؤولون في الولاية المتظاهرين من استهداف مسؤولي الهجرة.
وكتب ترمب في منشور على منصة «تروث سوشيال» الخميس: «إذا لم يلتزم السياسيون الفاسدون في مينيسوتا بالقانون ويمنعوا المحرضين المحترفين والمتمردين من مهاجمة عناصر إدارة الهجرة الذين يؤدون فقط واجبهم، فسأفعل قانون التمرد».
قيود على عناصر إدارة الهجرة
وكانت قاضية اتحادية في ولاية مينيسوتا أمرت بفرض قيود على عناصر إدارة الهجرة الذين تم نشرهم بأعداد كبيرة في مدينة منيابوليس، بتقييد بعض أساليبهم المتبعة مع المتظاهرين والمراقبين السلميين، بما في ذلك الاعتقالات وإطلاق الغاز المسيل للدموع.
وأصدرت قاضية المحكمة الجزئية كيت مينينديز، الجمعة، أمراً يمنع العناصر الاتحاديين من الرد على المشاركين في نشاط احتجاجي سلمي وغير معرقل، فيما يعد انتصاراً للنشطاء في أكثر مدن مينيسوتا سكاناً.
وجاء الحكم رداً على دعوى قضائية رفعت ضد وزارة الأمن الداخلي ووكالات اتحادية أخرى في 17 ديسمبر الماضي، قبل ثلاثة أسابيع من إطلاق أحد عناصر إدارة الهجرة النار على امرأة تدعى رينيه جود (37 عاماً) وقتلها في منيابوليس، ما أدى إلى اندلاع موجات من الاحتجاج وتوتر شديد بالمدينة. ورفعت القضية نيابة عن ستة متظاهرين ومراقبين قالوا إن حقوقهم الدستورية انتهكت بسبب أفعال عناصر وكالة إنفاذ قوانين الهجرة والجمارك.
وكانت جود تشارك عند مقتلها في واحدة من دوريات الأحياء العديدة التي نظمها نشطاء لتعقب ومراقبة أنشطة وكالة إنفاذ قوانين الهجرة والجمارك.
ويحظر الأمر على العناصر احتجاز من يتظاهرون بشكل سلمي أو يكتفون بمراقبتهم، كما يحظر عليهم استخدام رذاذ الفلفل أو الغاز المسيل للدموع أو غيرها من وسائل السيطرة على الحشود ضد المتظاهرين السلميين أو المارة الذين يراقبون ويسجلون عمليات إنفاذ قوانين الهجرة.
The U.S. Department of Defense, the Pentagon, has ordered about 1,500 active-duty soldiers to prepare for a potential deployment in Minnesota.
State of Maximum Alert
The Washington Post reported today (Sunday) that defense officials said the military has placed these units on maximum alert in anticipation of escalating violence in the state.
This action comes after President Donald Trump threatened to invoke the Insurrection Act if state officials do not prevent protesters from targeting immigration officials.
Trump wrote in a post on the Truth Social platform on Thursday: “If the corrupt politicians in Minnesota do not adhere to the law and prevent professional agitators and rioters from attacking the immigration officials who are simply doing their duty, I will invoke the Insurrection Act.”
Restrictions on Immigration Officials
A federal judge in Minnesota ordered restrictions on immigration officials who have been deployed in large numbers in Minneapolis, limiting some of their methods used with protesters and peaceful observers, including arrests and the use of tear gas.
U.S. District Judge Kate Menendez issued an order on Friday preventing federal agents from responding to participants in a peaceful and non-disruptive protest, marking a victory for activists in Minnesota’s most populous city.
The ruling came in response to a lawsuit filed against the Department of Homeland Security and other federal agencies on December 17, three weeks before an immigration officer shot and killed a woman named Renee Goud (37) in Minneapolis, leading to waves of protests and heightened tensions in the city. The case was brought on behalf of six protesters and observers who claimed their constitutional rights were violated due to the actions of Immigration and Customs Enforcement agents.
Goud was participating at the time of her death in one of the many neighborhood patrols organized by activists to track and monitor the activities of Immigration and Customs Enforcement.
The order prohibits agents from detaining those who are peacefully protesting or merely observing, and it also prohibits them from using pepper spray or tear gas or other crowd control measures against peaceful protesters or bystanders who are observing and recording immigration enforcement actions.
